"There are 2 silenced sniper rifles the vss and the svu the vss is the second last unlock and you unlock it by having a certain amount of recon score somewere around 40000 i think. It has nothing to do with your actual rank you unlock all kit weapons as they are called by ranks but this stops at rank 22.
