I found another 2 Gears in Chapter 12 that seems to be missing.
#1: As you are backtracking and leaving Hall of Heroes (front entrance) - there is a door you can unlock using shock jockey, opposite side from the dollar bill machine, leading up to the balcony where that sniper was shooting from.
#2 In Soldier's Field, inside the toy soldiers shop. You need shock jockey for this one too, there's a door you can power up to unlock."

"Brilliant guide, just played it for the second time to get last few collectibles and complete 1999 mode without using Dollar Bill vending machines. Challenging but fun!"

"Unfortunately, the instructions for that one is bad. It's not just outside Hall of Heroes, it's actually at the bottom of the two sets of skylines, before the Gondola going up to the Airship. It's where you have a huge fight where there is a complex set of skylines above the boardwalk."
