"I think the Gear is already there the first time you go around. I went to the employees-only room for the Voxophone, and there was a Gear, even though the guide didn't mention it. I think it is Gear 10. Just keep playing."

"I'm having trouble finding gear 10. I went back into the employees only room with the destroyed turret after I killed the patriot but the gear is not there. Am I in the wrong place?"

"Its easy. You need to climb all the view points and syncronize. Getting one after one will reveal the chests and locked ones, pretty simple."

"I just want to point out that "Gear box" is a reference to the blue boxes of gear, like boots and shirts. I mistook it for a gearbox like you find in a clock. For a few minutes I wondered how I missed those every time I played and what they were for. :p"
